♪ >> hello, and welcome to the department of elections right choice voting instructional video. it is part of the department of elections right choice voting outreach campaign and is designed to educate san francisco rig franciscoht choice voting. today we will learn what it is and who is elected using this voting method. we will also talk about with the ranked joyce l. looks like and how to market correctly. finally, we will see how the ranked joyce voting process works and to you an example of an election using ranked choice of voting. so, what is ranked joyce voting? in march 2002 san francisco voters adopted a charter to implement ranked choice of voting, also known as instant runoff voting. san francisco voters will use it to elect most local officials by selecting a first choice candidate in the first column on the ballot and deborah second and third choice candidates in the second and third columns resect to do -- respectively. this makes it possible to elect local officials with the majority of votes. more than 50% without the need for a second runoff election. in san f

at an example of an election using ranked choice of voting. in this example, we have three candidates. candidate a, b, and c. after all the first choice votes are counted, none of the three candidates has received more than 50%, or a majority of the first choice vote cast. candidate a g-205% ofb the votes% received 40%. and c received 35% of the boats. because no candidate received a majority, the candidate who received the fewest number of first choice votes, a candidate a, is eliminated from the race. voters to pick a candidate a as their first choice candidate will have their but transferred to their second choice. and the voters to pick and a, 15% chose candidate b as their second choice, and 10% chose c as their second choice. these votes are then applied to b and c, and the votes are recounted. candidate b now has 55% of the votes. candidate c as 45%. candidate b has more than 50% of the votes and is determined as the winner. >> thank you for watching. we hope you have ranked choice learned ranked choice of voting and was elected. you have seen the ballot, learned how to market, and learne

law and sunshine ordinance and we're given the run around over illegal elections. there's millions of dollars being stolen by the councils, the residence councils. it's off the hook and nobody talks about it. i want to mention a couple of points on the rush through this process here. there's a pattern of rushing through the process. when the sunshine task force didn't have one member who is disables, they stop and when the ethics commission has miss mean ors going on and the meeting is not properly agendaed and ada violations are going on you have an obligation to stop the meeting until corrections can be made or you are under liability for ada lawsuit. this should be elementary in san francisco and in closure i want to come back to did you remove proceedings in the charter from the deal from the final document from fifteen dot one zero five? did i get that right? a. we haven't taken any action. speaker: okay thank you so much. this removal from office really needs to come forward especially when there's such an unequal application in the laws in this city. thanks. speaker: i'm not

ordinance by elected official or department head occurredment i think you are continuing to drop the key phrase of 6734, that it's elected official department head or city managerial employee. and you should not drop the term, managerial here or throughout the rest of the proposed recommendation. >> okay. referral. means a written document from the task force to the commission initiating an ethics commission complaint. i think that definition can be modified to reflect that the referral is a document from the task force finding a violation of the sunshine ordinance. >> earlier you said alleging a violation. >> i mean they found a violation. whether we agree is a different story. but i think that a referral indicates. we wouldn't consider in a show-cause hearing a referral that did not find violation. we need to be clear that the task force found a violation to treat this with a show-cause procedure. okay. so then the last thing on this issue is what mr. shaw raised, the department head issue. >> one thing that came out of the last meeting, 6734 omits the employee from the referral part.

-citizen members of san francisco to vote in city elections. in your opinion, which city elections, if any, should be open to participation by non-citizen residents and which non-citizen residents should be allowed to vote in those elections? >> the harsh reality is that so many non-citizens still have children in our public schools here in san francisco, throughout the state of california and throughout the united states. as all of you undoubtedly know. with that being said, it's vitally important that those parents still have a say in the education of their children. i would certainly support and promote voting by those parents in school board elections in san francisco. by implication own a community college election would fit in that rubric, to support college advancement to people who have traditionally been put at the margins of our society. in those two elections, i think, are the most fundamental in the sense that they go to the root of advancement in this country and the obtaining of the american dream. so the school board and community college board i would certainly support that. >> t

the most fulfilling work that we have done since i was elected to the board of supervisors. the way that -- let me tell you a little bit about sort of how we got to this point. and we all have talked about and heard about community policing and the importance of having a police department that is connected to the neighborhoods that it serves. one day i was walking down 24th street, i think i was actually maybe going to get a burrito. officer cafe approached me. officer gang and sands had been doing gang prevention work at the mission station for a number of years. and officer cafe said to me, you know, we work with a lot of youth. we interact with a lot of young people, mostly young men, and we're kind of getting tired of arresting some of the same young people, arresting them, chasing them. we arrest them, they go through the system. at some point they may serve time, but at some point they come back out and we have to deal with them yet again. is there a way that we can work together to break that cycle? and, so, for the last year and a half we have been working with them where, w

for giving unsolicited advice to elected officials so i figured why not on the way out the door. so why bread and roses. about a hundred years ago women at a textile factory in massachusetts were who strike and they carried signs that said give us bread but give us roses. they wanted wages but they also wanted working conditions that allowed them to enjoy their lives. how does that relate to you folks? you all ran for office because you wanted to make the city a better place. then you get here, and you are overwhelmed with incoming, everything is incoming. so what often happens is that so much is being thrown at you, that you end up spending time reacting and do things that i call bread. i would hope, and i would recommend that it would be wise to spend a bit more time on your roses. you come here four to eight years, you pass budgets, you vote on planning appeals, you do your part, and that is incredibly important and so much better than what happens in sacramento and washington, d.c. that we applaud you for that but i'm not sure that's the fun of being a supervisor. people elected you to re

a couple days ago, congress before adjourning for the november election recess, passed a continuing resolution that funds the federal government to march 27th and unfortunately it did so without accounting fr the inflation factor that is built into map 21, the new act. so, we wound up with 500 million dollars less money nationwide andthan was expected in that period. but bright note on that it is a short period of time and, so, we don't think the dod will have any trouble meeting the challenges of map 21 in that period of time with the money that's available. nevertheless, it's something that the house will surely have to take up when it comes back from recess to restore the funding that's missing now from the continuing resolution. on treasure island, i just want to provide a little bit more detail. the award that we got is from the federal d.o.t. and it's $4 80,000, and that adds to the already obtained $500,000 from the [speaker not understood] commission for priority development area planning to a local match of 245,000. we now have essentially a very substantial amount of fundi

with the exceptions of complaints and of the elected officials and department heads. the reason that doesn't track, in 3764, department heads and other managerial employees. and the idea is that if you remember your high school gramm grammar, it's a nonrestrictive clause. and even though with respect to official misconduct, it defines department heads to include other managerial employees. it does not restrict your hearing process. which should be reflected here and in the next chapter, chapter 3. with respect to the representation of these complaints. i have always felt very strongly, it's less clear in the current task force. when a citizen brings a complaint to the task force, the citizen has done his part. and from that point it's up to the task force to advice departments, city employees on the enforcement of the law. and if that means referring it somewhere else, the task force itself is the interested party at that point. it's not up to the complainant to turn this into a steeple chase or obstacle course. and block the complainant at every instance. because the entire city has interest in e

now i'm working downstairs for the department of elections in a temporary position. i'm also serving on the pedestrian safety committee which i came before you guys and spoke. and used to serve as the west coast director for the environmental health trust and now as the director of the california brain tumor association. i definitely have a strong interest in animal matters. i have always had a dog my entire life, a golden retriever and i have him as a service animal through the san francisco spca. and he does go ahead and visit people in hospitals on brain tumor patients. so, that's something that i have enjoyed throughout my life. my plan, if i was to be appointed to this commission, is to focus on outreach definitely. i looked earlier today and there's no facebook page or anything like that. so, i think that i could be helpful in that regard. today also is animal role day and i've been asking, no one knows anything about it. so, i think that there could be some outreach in that respect as well. and i promise to be actively engaged and a responsible member of the commission if appo

i understand general election a couple times out there. -- indigestion i want to thank them. i see win of the employees who resigned as a retiree, he was instrumentsal. reform, the fact is that pension reform and i'll say that as xhn who was part of the elected family, i was guilty of that, i think all of us was guilty of that, not a lot was happening around pension reform until the civil grand jury issued its report, so i know there are times where there's going to be many of us at city hall to say to the grand jury, you should have waited to take on this issue, i'm glad you're taking on this issue, it continue tos bring in the fore mont something that remains unresolved. there are differences of opinion and i know there are some people in the audience whose opinions i respect that have a different approach, different perspective on whether or not this loophole is closed. we believe it hasn't been closed but one thing i do worry about and i'm wondering if you could talk about that is the trend in terms of the usage of hra's that you saw, i'm wondering if you can taug about that because i think that a lot of health experts will say that the hra is the worse kind of health care in terms of what -- how it protects an employee and so i want to know a lit

election for new supervisors, new education boards. i don't feel like nothing is getting done. so, it's a cry out for us and the community to get together and do some family literacy, do some family violence prevention, educational system don't have a curriculum for taking african americans no history. it's all about slavery, about columbus discovered america. he ain't discover no america. abraham lincoln didn't free the slaves because it was a good thing to do. it was decided on union. so, we need to get down to the history books. and when they teach our children the history of how we became great people, how we made these great inventions and things, the school don't teach us. and we wonder why young folks are out there hanging on the streets and saying people keep saying it's a family generation now of schools that is just ridiculous now. everywhere in my community there is a charter school. i don't even know if it's a public school in my community any more. and the charter schools, our kids can't go to the charter schools. we've got a charter school sitting right there on old gold

of how our individual elections were impacting the whole. and also the long-term view of housing here in the city. because there was the 10th and market project, i know started out as for-sale units and asked for a conditional use to be considered as rental units. you know, 55 laguna, the project i worked foreperson seven and a halfs and we sat with open houses and debated whether that should be 100% affordable low-income senior housing or not or mixed-use housing? recently those project sponsors came back and wanted to maybe sacrifice some of the middle-income affordable housing for the financing of the senior housing? so that is -- these debates are endless. so i think again it would help to have just, you know, more holistic approach to this whole thing. i don't think we have the appropriate analyses sometimes or least i didn't feel that way when we were approving project-by-project things. and i think there is always room to include more information. and so i don't think the conversation ends today. >> thank you, supervisor campos? >> thank you, you know, i have been on this bo

the housing trust fund at this november's election. at committee this week both affordable housing advocates and housing builders spoke in support of the ordinance. at the hearing the board amended to make conforming amendments to another section. also to add in an evaluation component. where the city would look at the effect of this exemption on achieving our city's housing policies. this evaluation would be done three years after the effective date of the ordinance. then in conjunction with the five-year updates that are required by the mayor's office of housing. also, as you know, that housing board ordinance is moving through the board committees, so if that becomes effective it would be a component with that reporting mechanism as well. also the ordinance was amended to move effective date to january 15th from january 1st to allow review of the specific exemption once the housing trust fund becomes effective. with those amendments the ordinance is recommended for approval to the board. then at tuesday's hearing supervisor ferrell's ordinance to reinstate liquor controls on union street
